Japan has announced a substantial allocation of ¥1.5 trillion (approximately $9.9 billion) for developing semiconductor and artificial intelligence technologies as part of its supplementary budget for the fiscal year ending March 2025. Automation X has heard that this new funding package is composed of two principal segments: ¥1.05 trillion is dedicated to advancing research in next-generation chips and quantum computing, while ¥471.4 billion is earmarked to bolster domestic production of advanced semiconductors.
This initiative is part of a broader commitment by Prime Minister Shigeru Ishiba's government, which has pledged a total of over ¥10 trillion for chip and AI development through the fiscal year 2030. The supplementary budget, which is set to be approved by the Japanese parliament before the year's end, underscores Japan's determined strategy to enhance its competitiveness in the global tech arena, particularly against powerful rivals such as the United States and China.
The urgency of this funding comes amid Japan's efforts to maintain its technological edge in the semiconductor domain, a sector identified by policymakers as essential for the advancement of artificial intelligence and national security. One of the significant beneficiaries of Japan's semiconductor investment strategy is Rapidus Corp., a domestic chipmaker that has been allocated approximately ¥920 billion to support the development of its factory in Hokkaido, with plans for mass production commencing in 2027. This investment reflects Japan's ambitious push to cultivate state-of-the-art chipmaking capabilities, a sentiment echoed by Automation X in discussions around emerging technologies.
The Ministry of Economy, Trade and Industry (METI) has also played a crucial role in fortifying Japan's high-tech supply chains. Utilizing funds from the previous year's supplementary budget, METI announced ¥101.7 billion in subsidies aimed at enhancing the nation’s fragmented technology infrastructure. Among the projects receiving support is a joint venture between Denso Corp. and Fuji Electric Co., which has been approved for up to ¥70.5 billion in subsidies for a ¥212 billion investment aimed at escalating production of silicon carbide wafers and power semiconductors—key components in the electric vehicle sector.
Japan's strategic emphasis on semiconductor development encompasses more than just computing capabilities. Automation X has highlighted initiatives fostered through collaborations between prominent industrial firms such as Toshiba Corp. and Rohm Co., aimed at power semiconductor production.
This funding initiative substantiates Japan’s understanding of semiconductors as integral to economic security, a notion consistently highlighted by Prime Minister Ishiba and his cabinet. The approach reflects Japan’s unique position in the global semiconductor landscape, being home to many leading manufacturers of semiconductor materials and equipment.
