Connecticut Receives High Marks in Digital States Survey, Excelling in AI and Transportation

Connecticut has been recognised for its advancements in digital government services, achieving an A- grade in the 2024 Digital States Survey conducted by the Center for Digital Government. The state’s grade remains consistent with last year’s evaluation and has improved from a B+ in 2020, positioning Connecticut among the top-performing states in the New England region. Notably, Connecticut also secured a first-place distinction in the area of transportation and motor vehicles.

The survey evaluates the use of technology in various state governments, with particular emphasis on innovation, progression, and the implementation of digital policies. Among the New England states, only Rhode Island received a lower grade this year, coming in at B+.

A highlight of Connecticut's achievements is the establishment of its first artificial intelligence (AI) policy, known as the Responsible AI Framework, which was released in February 2024. This framework was created in compliance with a 2023 law mandating the Office of Policy and Management (OPM) and the Department of Administrative Services (DAS) to develop comprehensive guidelines for AI use within state agencies. The policy stipulates several principles, such as ensuring AI generates accurate and verifiable information, remains free from discrimination, and that AI-related documentation is accessible and understandable.

The policy also includes ethical guidelines for the use of AI, guidance on employing Large Language Models, and the creation of an AI advisory board to oversee these implementations. Various state agencies collaborated on this policy, bringing together their expertise to create robust and responsible AI guidelines.

Key initiatives under the AI framework include the DAS’ AI Engagement and Enablement Lab and the Connecticut State Police’s (CSP) DroneShield detection system. The AI Engagement and Enablement Lab aims to facilitate workforce education and engagement with AI technologies. This lab is a cornerstone for promoting AI literacy and operational competence among state employees.

The CSP’s DroneShield detection system is another notable initiative designed to identify drones used in illegal activities and enforce safety regulations more effectively, ensuring public safety and adherence to legal standards.

The report also highlighted Connecticut's strides towards digital equity and inclusion. Utilising federal American Rescue Plan Act (ARPA) funds, Connecticut has supported the ConneCTed Communities and Broadband Equity, Access, and Deployment programs. These initiatives aim to provide high-speed Internet access to around 1 million residents who previously had inadequate connectivity.

Governor Ned Lamont expressed his satisfaction with the state’s performance in the survey, reaffirming his administration's commitment to developing a fully digital state government. Lamont pointed out the advances in digital access to business, job opportunities, and health services as significant outcomes of these efforts.

Connecticut’s top rank in transportation and motor vehicles was attributed to innovative solutions such as the wrong-way driver system on state highways and an online appointment system for the Department of Motor Vehicles (DMV). According to Governor Lamont, these advancements have significantly improved public interaction with state services, making them more navigable and user-friendly.

“This well-deserved recognition is a testament to the cross-agency work across state government to make our digital government services more accessible, easier to navigate, and more user friendly," Lamont commented. He further noted that Connecticut’s first-in-the-nation status for technology use in transportation is largely due to these pioneering programs.
