OpenAI CEO Proposes Gigantic AI Datacenters to Bolster US National Security

Washington, D.C. – Sam Altman, CEO of OpenAI, is reportedly in discussions with the Biden administration to advocate for the construction of an extensive network of AI datacenters across the United States. These datacenters, which would each consume up to five gigawatts of power, are being proposed as a strategic move to ensure the United States maintains its technological edge over China and bolsters national security.

The proposal, detailed in a document reviewed by Bloomberg, seeks to outline the benefits of building these datacenters, emphasising their critical role in advancing AI technologies. The proposition comes on the heels of a recent meeting at the White House where Altman and other technology leaders discussed the future implications and infrastructure needs of AI advancements.

Altman’s plan includes the potential construction of 5 to 7 datacenters, although initial efforts would focus on establishing just one. The scale of these facilities is significant; each would require energy equivalent to the output of five pressurized water nuclear reactors. This makes the proposed AI datacenters among the largest energy consumers in the United States, comparable only to existing large power plants such as the Grand Coulee hydro plant in Washington state, which has a rated capacity of 6.8 gigawatts.

The next largest facilities in the country, like Georgia's Alvin W. Vogtle and Arizona's Palo Verde power stations, generate approximately 4.6 and 3.9 gigawatts, respectively, placing Altman’s proposed datacenters at the forefront of energy consumption for technological purposes.

One of the significant challenges to the construction of these datacenters is the current shortage of available power and the infrastructure required to support such large-scale facilities. A recent report by CBRE highlighted delays in datacenter developments due to these limitations. In response to these energy demands, several cloud service providers have turned to nuclear power solutions. Microsoft recently entered into a 20-year power purchase agreement with Constellation Energy to reactivate the Three Mile Island Unit 1 nuclear power plant, while Amazon acquired Talen Energy’s Cumulus datacenter facilities to access up to 960 megawatts of power.

Furthermore, Oracle’s founder Larry Ellison has expressed interest in deploying small modular reactors as part of the company’s AI expansion strategy. These moves highlight the extreme measures technology companies are willing to adopt to secure the necessary power for AI development.

Apart from power, the acquisition of sufficient hardware accelerators for the datacenters poses another hurdle. The proposed five-gigawatt facility could theoretically support over 35,000 Nvidia Grace-Blackwell NVL72 rack-scale systems or around 2.5 million Blackwell GPUs. However, meeting this scale of hardware demand is uncertain, given current production and supply chain constraints. Nvidia, a leading GPU producer, is estimated to have shipped approximately 600,000 H100s in 2023, with expectations to increase shipments to between 1.5 to 2 million chips this year. The capacity of TSMC, a major supplier involved in the production of these chips, remains a critical factor in meeting future demands.

Altman, known for his ambitious and sometimes speculative ideas, has previously been linked to a $7 trillion project aimed at establishing a global network of chip factories. However, he has also cautioned against taking such reports at face value, suggesting some proposals are designed to stimulate long-term thinking about necessary investments for AI development.

As discussions continue, the proposal highlights the intersection of technological advancement, energy infrastructure, and national security in the evolving landscape of AI. The Biden administration’s response to Altman’s ambitious plan could signal future priorities and investments in the United States' AI and energy sectors. OpenAI has yet to publicly comment on the proposal.
