AI & Inclusive Hiring Framework Launched to Foster Disability Inclusivity in Workplace
Washington, D.C. — The U.S. Department of Labor (DOL) has announced the release of a pioneering tool aimed at fostering inclusivity in the use of artificial intelligence (AI) within the hiring processes of employers. The newly launched AI & Inclusive Hiring Framework seeks to enhance opportunities and accessibility for disabled job seekers, ensuring that technology-driven recruitment does not inadvertently erect barriers or lead to discriminatory practices.
Published by the Partnership on Employment & Accessible Technology (PEAT), the framework is designed to guide employers in the ethical and effective deployment of AI in their hiring practices. It aims to mitigate the risks of unintentional bias and promote a more inclusive approach to hiring. This initiative is funded by the DOL's Office of Disability Employment Policy (ODEP) and serves as a resource for both employers and job seekers to navigate the complexities associated with AI-driven hiring technologies.
The framework, informed by the National Institute of Standards and Technology’s (NIST) AI Risk Management Framework, incorporates NIST’s best practices for inclusive hiring. Developed through a series of collaborative efforts involving disability advocates, AI specialists, government officials, industry leaders, and public consultations, the comprehensive framework spans 10 key focus areas. Each of these areas highlights essential practices, goals, and actionable activities that employers can integrate into their AI governance and disability-inclusive hiring strategies. The guidance provided seeks to optimise benefits while managing potential risks associated with AI in recruitment.
Assistant Secretary for Disability Employment Policy Taryn Williams expressed the significance of the framework in empowering employers to harness AI tools to not only streamline recruitment and hiring processes but also cultivate a workplace culture that is inclusive of disabled employees. "The Office of Disability Employment Policy works with many employers eager to hire people with disabilities and benefit from their talents," stated Williams. "These employers recognize that AI tools can improve recruitment and hiring but may also impact workplace culture and inclusion of disabled employees. The AI & Inclusive Hiring Framework published today charts a clear course for employers to navigate this transformation successfully."
The conception of the framework began at a PEAT Think Tank event in April 2023, followed by additional expert consultations, listening sessions, and a national online public dialogue. Together, ODEP and PEAT, in collaboration with NIST and other external partners, authored the framework to ensure it incorporates diverse perspectives and is robust in addressing the multifaceted challenges and opportunities presented by AI in hiring.
As AI continues to revolutionize the employment landscape, this framework is poised to play a critical role in ensuring that technological advancements do not lead to unintended exclusion but rather promote greater inclusivity and accessibility for all job seekers.
