Nevada's Shift to AI in Education Sparks Controversy and Raises Ethical Concerns
Nevada's attempt to reform its educational funding system using artificial intelligence (AI) has generated significant debate and controversy. This initiative came in response to the state's historically uneven allocation of school funding, which has seen low-income districts receive nearly 35% less money per pupil compared to wealthier areas, marking the largest such disparity in the United States.
A year ago, Nevada enlisted the expertise of Infinite Campus, an external contractor, to deploy an AI-driven system intended to offer a more precise identification of students at risk of academic challenges. The AI algorithm diverges from the state's prior approach, which presumed all low-income students to be "at risk". Instead, this system analyses a multitude of factors beyond just income levels, including attendance records, disciplinary incidents, and the language spoken at home, leading to a drastic re-evaluation and reclassification of the student risk profiles.
The shift yielded a stark reduction in the number of students classified as at risk, dropping from over 270,000 in 2022 to less than 65,000. Consequently, many schools experienced substantial cuts in the state funding they traditionally relied upon, prompting them to make rapid budget adjustments and program cuts.
This dramatic change has bewildered many education leaders, who argue that the number of children requiring additional support has likely increased, not decreased, following the COVID-19 pandemic. Critics also include school finance experts who were advocating for more effective utilisation of funds rather than a mere reduction in the number of at-risk students.
The introduction of AI into this sensitive domain has prompted ethical considerations. Questions have been raised about the fairness of classifying students based on demographic data like gender since, initially, the AI factored in gender, race, and birth country. Infinite Campus removed these elements, citing political pressure. The confidentiality of the AI's methodology has further fueled concerns regarding its reliance on proprietary models, as school districts are not privy to the full operational details of the algorithm.
Nevada's education department maintains that the overall educational funding has not decreased, but rather shifted focus to what they describe as a more targeted distribution to support the most vulnerable students. Megan Peterson, a deputy superintendent, highlighted that the updated system allocates approximately $2,900 per identified at-risk student, a significant increase from the previous $303, in a bid to prioritise graduation outcomes in a state where 20% of students fail to graduate on time.
This approach, however, has left many educational leaders uncertain about the implications for broader student welfare. Critics argue that the system may neglect those struggling with issues like depression or self-harm, risks not easily captured by academic metrics alone, thus ensuring not all at-risk factors are adequately addressed.
While some districts, like those in the Carson City area, have benefited financially under the new model, others, such as the Mater Academy of Nevada in Las Vegas, have seen their at-risk student numbers fall dramatically, impacting their ability to provide necessary support services like after-school tutoring and food assistance.
The debate surrounding Nevada's use of AI in education reflects a larger national conversation about the role of technology in public services and the balance between efficiency and equity. As the state forges ahead with its data-driven strategy, the experience underscores the need for transparency and accountability mechanisms in adopting emerging technologies within the public sector.
