Chinese AI Companies Innovate to Navigate Challenges of US Chip Restrictions

In the rapidly evolving landscape of artificial intelligence (AI), Chinese companies are making significant strides in cost reduction and model competitiveness, despite facing hurdles such as US chip export restrictions and limited financial resources compared to their Western counterparts.

Start-ups like 01.ai and DeepSeek are spearheading efforts to lower prices by utilising innovative strategies like focusing on smaller data sets for training AI models and employing a workforce of skilled yet affordable computer engineers. These measures have helped them maintain a competitive edge as they navigate around the current technological and geopolitical challenges.

Major technology players, including Alibaba, Baidu, and ByteDance, have entered a cost-cutting competition aiming to drastically reduce the expenses associated with "inference"—the operation of querying large language models (LLMs) for generating responses. These companies claim to have brought inference costs down by over 90 percent compared to their US counterparts, offering more economically viable solutions.

The backdrop to this price war is the US-imposed ban on the export of advanced Nvidia AI chips to China, which are considered crucial in developing cutting-edge models predominantly in the US. Despite these restrictions, Chinese companies are finding alternative paths to progress.

01.ai, based in Beijing and led by Lee Kai-Fu, a former head of Google China, exemplifies this innovative approach. It has decreased inference costs by developing a model that utilises smaller data sets, thereby demanding less computational power, and has optimised its hardware to complement this approach. As Lee articulated, "China’s strength is to make really affordable inference engines and then to let applications proliferate."

The company's Yi-Lightning model recently achieved joint third place in an evaluation of LLM companies, alongside Grok-2 from x.AI, falling behind only OpenAI and Google. This ranking, conducted by University of California, Berkeley's SkyLab and LMSYS, was based on user ratings of different models' responses to queries.

In terms of cost, 01.ai's Yi-Lightning delivers inferences at just 14 cents per million tokens, a stark contrast to OpenAI's smaller model GPT 01-mini, which costs 26 cents, and its larger GPT 4o, which costs $4.40 per million tokens. The cost-effectiveness of Yi-Lightning is further underscored by its reported $3 million pre-training expenditure, which is significantly lower than those for large models developed by companies like OpenAI.

A prevalent strategy among Chinese AI firms, including 01.ai, DeepSeek, MiniMax, and Stepfun, is the "model-of-expert" approach. This methodology, initially popularised by US researchers, involves utilising multiple neural networks, each trained on specific industry data, instead of a single comprehensive model drawing from vast, generic datasets.

Chinese engineers have been working diligently over the past year to compile high-quality data sets to train these "experts", enabling them to distinguish themselves from the fierce competition. With the scarcity of high-end AI chips, the focus has shifted to data acquisition and training efficiency. For instance, aside from traditional internet data scraping, 01.ai explores novel data collection methods, such as scanning books and gathering content from the WeChat messaging app, which aren't accessible via the open web.

The intensive task of data labelling and ranking is labour-intensive, but China boasts a substantial pool of affordable engineering talent well-suited to these tasks. As Lee pointed out, "China’s strength is not doing the best breakthrough research that no one has done before where the budget has no limit. China’s strength is to build well, build fast, build reliably and build cheap."

The developments in China's AI scene demonstrate how innovative practices and strategic adaptations are enabling the nation's tech firms to stay competitive in the global market, even amidst restrictive external conditions.
