Japan is witnessing a resurgence in its nuclear energy sector, endeavouring to rectify the emissions and energy mix issues that followed the 2011 Fukushima disaster. A new development has emerged at the Kashiwazaki-Kariwa (KK) nuclear power plant, the largest in the world, located along the Sea of Japan. This facility, previously on hiatus due to Japan's nuclear power halt post-Fukushima, is gearing up to return to operation with enhanced safety measures.

The Fukushima debacle, predominantly caused by a 15-metre tsunami that disabled critical backup generators and led to a catastrophic reactor meltdown, still casts a long shadow over Japan's energy policies. The incident, which released radioactivity into the environment and led to global scrutiny of nuclear safety, prompted Japan to shut down all 54 of its reactors. Since then, the KK plant has been undergoing essential upgrades to mitigate earthquake and tsunami risks. The facility has now introduced a 15-metre high tsunami wall and new backup power supply vehicles stationed on elevated terrain to prevent recurrence of past tragedies. Besides these physical barriers, the plant has included a sophisticated vent meant to filter out 99.9 percent of radioactive particles, further enhancing its crisis-readiness.

Japan's energy strategy has been heavily reliant on imported fossil fuels since the shutdown of its nuclear reactors, resulting in an annual cost of $186 billion. This reliance has negatively impacted Japan's ability to meet its climate commitments. Currently, the country ranks lowest among G7 nations in decarbonising its energy system, with fossil fuels comprising nearly two-thirds of its energy mix. The Japanese government remains committed to achieving carbon neutrality by 2050 and has set interim targets to elevate renewables to 36-38 percent of its energy share from the existing figure of around 20 percent.

Nuclear power is spearheading this energy transformation, with aspirations to expand its contribution to 20-22 percent by 2030, from the present figure of less than 10 percent. The revitalisation of nuclear power is not without challenges. The stringent safety protocols established after Fukushima drastically slow down approval processes for reactor restarts, one of which was recently obstructed due to earthquake risk assessments. Nevertheless, nine of the 33 operable reactors have resumed operation, and the KK plant's unit seven awaits gubernatorial consent to join this operative count.

The ecological and economic viability of this strategic shift is still widely debated. Critics underscore the persistent safety concerns escalated by Japan’s susceptibility to seismic activity, with recent government advisories highlighting a significant probability of a seismic event along its Pacific coastline within the next three decades. The Fukushima site remains perilously a work-in-progress, with complex and hazardous conditions hampering decontamination efforts, including the handling of 800 tons of radioactive debris and extensive treated cooling water that must be dealt with.

Despite the progress, scepticism towards nuclear energy persists within the nation, as exemplified by citizens like Mototsugu Oki. The nuclear crisis' memory has imprinted hesitancy and a critical examination of nuclear reliance within the population, a sentiment that continues to shape the public discourse surrounding Japan's energy future.
