Intel Unveils Arrow Lake Architecture Bringing AI to Desktops Without Copilot+ Capabilities

Intel Corp has officially launched its new Arrow Lake architecture, also known as the Core Ultra 200S series, and is introducing AI capabilities to its desktop lineup. The much-anticipated announcement took place recently, though the Arrow Lake processors do not incorporate the advanced Copilot+ features present in Intel’s mobile Lunar Lake chips. Instead, Intel leveraged the older Neural Processing Unit (NPU) used in the Meteor Lake series.

The timing of this launch is significant as it coincides with Microsoft's 2024 Windows 11 update, which includes enhancements such as generative AI and a controversial Recall function. However, users of the Arrow Lake chips will be unable to utilise these specific AI enhancements due to the NPU 3 of Arrow Lake only supporting 13 Trillion Operations Per Second (TOPS), whereas Microsoft requires a minimum of 40 TOPS to qualify for Copilot+ status.

Despite this, Intel forecasts a promising future, with plans to distribute over 40 million AI PCs in 2024. The company maintains optimism with its broad "AI PC" categorisation, a concept established during the introduction of the Meteor Lake series.

Intel is not pioneering AI NPUs in desktop processors; in January, AMD announced its Ryzen 8000 series with an NPU that was close to delivering 39 TOPS. The Ryzen 8000 had a short stint on the market before being succeeded by Ryzen 9000 processors, which ditched NPUs entirely but boasted a 16% performance increase attributed to the Zen 5 architecture. Like Arrow Lake, neither met the Copilot+ PC criteria.

Arrow Lake's disaggregated architecture offers a modularity that theoretically allows component customization. When questioned why Intel did not integrate the more capable 45 TOPS NPU 4 from the Lunar Lake into Arrow Lake, Robert Hallock, Intel's VP and general manager of client AI and technical marketing, elucidated that Intel elected to stick with the known NPU 3 design for ease and optimisation.

Hallock emphasised that while enhancing the NPU was feasible, doing so would necessitate trade-offs detrimental to core performance attributes valued by enthusiasts, such as GPU potency. Additionally, he pointed out the reluctance of enthusiasts towards AI, influencing Intel's decision to balance transistor budget without sacrificing existing performance dimensions.

In terms of real-world application, Hallock claimed that Meteor Lake’s 13-TOPS NPU has sufficiency in meeting enthusiast needs, suggesting Intel's cautious and calculated integration of AI. Arrow Lake-S promises a cumulative performance of 36 platform TOPS, leveraging its integrated GPU alongside the NPU. Nevertheless, many users may opt to pair Arrow Lake with discrete GPUs to harness additional AI processing capabilities.

Arrow Lake’s launch also previews mobile ambitions with the imminent introduction of Arrow Lake-HX mobile chips. These chips will mirror the Core Ultra 200S design. Additionally, the company is planning to release a separate family of Arrow Lake-H chips tailored for notebooks, packing a hefty 99 platform TOPS mostly due to an enhanced GPU leveraging XMX extensions and increased Xe cores, though still housing the 13 TOPS NPU found in its desktop counterpart.

Roger Chandler, Intel’s vice president and general manager for enthusiast PC and workstation product marketing, echoed sentiments that software developers are underutilizing current NPUs, and stressed the importance of creating a "balanced platform" to support AI growth prospects.

While analyzing the future of AI, Chandler metaphorically described early-stage AI as merely moments into a long movie, indicating potential that remains largely untapped or undeveloped.

As Arrow Lake is rolled out, the conversation continues regarding AI's role in desktop computing, contemplating whether Arrow Lake strikes an appropriate balance between traditional performance metrics and emergent AI functionalities. The architecture's reception may gauge the evolving dynamics of chip design priorities amidst burgeoning expectations and technological advancements.
