Europe Faces Challenges and Opportunities in Addressing Gender and Skills Gap in AI
Brussels, Belgium – The European Union's ambitious 'Digital Decade' targets are in jeopardy as member countries lag in meeting their 2030 digital transformation goals. With only 55.6% of the EU population possessing basic digital skills and AI adoption projected to reach merely 17% by businesses by 2030—far short of the 75% target—the EU's global competitiveness stands at a critical juncture. The Digital Decade initiative aims to enhance Europe’s digital capabilities across various sectors including digital skills, infrastructure, and AI to foster prosperity and growth.
Petra Jenner, Senior Vice President and General Manager, EMEA at Splunk, emphasises the urgency of tackling the gender skills gap in AI to ensure societal and technological advances are inclusive. According to the World Economic Forum, women represent merely 22% of AI professionals worldwide, raising the risk of developing biased AI systems that could reinforce existing stereotypes and fail to equitably serve society.
To address this gender disparity within the AI workforce, Jenner advocates for enhanced training and resources for women, particularly as AI technologies hold the potential to bridge this gender gap. Nonetheless, many women lack access to necessary training, placing them at a disadvantage, especially since automation threatens roles predominantly occupied by women. Data from the Kenan Institute cites that 80% of jobs susceptible to automation are held by women.
The report indicates a need for industry-wide transformation, beginning with diverse representation in AI development teams. Accenture’s findings highlight a 'leaky pipeline' in tech fields with only 38% of female computer science graduates remaining in related roles post-graduation, and many exiting before the age of 35. Therefore, fostering inclusivity in job opportunities and cultivating female role models are critical steps for encouraging sustained participation of women in STEM and AI fields.
AI systems, reflective of human inputs and societal biases, are at risk of perpetuating discrimination as they become integrated into pivotal sectors such as finance, healthcare, and human resources. Recent studies, including those by the Berkeley Haas Center for Equity, Gender and Leadership, have shown that nearly 44% of examined AI systems exhibit gender bias. Meanwhile, UNESCO findings point out how Large Language Models (LLMs) often reinforce gender stereotypes found on the internet.
The European Union is taking proactive steps with its AI regulation efforts, notably through the EU AI Act aimed at ensuring diverse, representative datasets and regular audits to curb discriminatory outcomes. However, broader initiatives are necessary, potentially involving committees to combat gender biases actively and tools like a gender bias index to assist companies in selecting equitable AI solutions.
Addressing the broader skills gap is another significant challenge. Studies, such as the Female Quotient's ‘State of AI + Women’ report, suggest women often feel less prepared for an AI-driven future. By equipping women with AI skills, businesses not only fulfill ethical obligations but also enhance their creativity, problem-solving capabilities, and risk management strategies, ultimately building more robust and competitive organisations.
As AI continues to transform the global landscape, ensuring that these technologies reflect a diverse human experience is crucial for fostering trust and acceptance. Advocates like Jenner argue that by promoting inclusivity and broad representation in AI development, technology will better serve companies, employees, and society, benefiting regions such as Europe and beyond.
