In a notable development on the international stage, nearly 60 nations have now endorsed the Political Declaration on Responsible Military Use of Artificial Intelligence and Autonomy, which underscores a collective commitment to establish norms for the responsible integration of AI in military operations. This information was relayed by Deputy Defense Secretary Kathleen Hicks during her pre-recorded remarks for the Responsible AI in Defense Forum, which commenced on Tuesday in Reston, Virginia.

Deputy Secretary Hicks, while outlining the achievements facilitated by the Chief Digital and AI Office (CDAO), highlighted the importance of this endorsement. Since the office's inception, efforts have been increasingly focused on modernising the military through data-driven and AI-enhanced initiatives. "Since 2021, we’ve accelerated our drive toward a more modernized, data-driven, and AI-empowered U.S. military," Hicks remarked.

The forum in Reston serves as an exclusive platform bringing together representatives from various sectors, including government, industry, academia, and international allies, particularly those within the NATO alliance and the Indo-Pacific region. The event focuses on the risks and opportunities presented by emergent AI technologies, including sessions on the Defence Department’s strategy for autonomous systems deployment and a demonstration of the RAI Toolkit.

Deputy Secretary Hicks reiterated in her keynote address that the U.S. Department of Defense is dedicated to ensuring that AI is not wielded as a tool for censorship, oppression, or disempowerment. She underscored the significant advancements achieved under the aegis of the CDAO, stating, "The CDAO has updated DOD responsible-use policies and directives, to keep pace with new tech and lead on trust and safety."

The Political Declaration on Responsible Military Use of AI and Autonomy, introduced at the Responsible AI in the Military Domain Summit held in The Hague, Netherlands, in February 2023, aspires to guide international consensus and behaviour regarding the development and deployment of AI in military contexts. Nations recently joining the endorsement include Ukraine, Panama, Ethiopia, Israel, and New Zealand, indicating growing global support.

Australia's Defence Department, represented by Chief Data Integration Officer Paul Robards, also expressed support for the declaration. On the sidelines of the forum, Robards emphasized Australia's commitment to strengthening ties with the United States and other allies in the responsible development of AI technologies. He remarked on the importance of the framework, stating, "Signing up to that international, responsible AI and military blueprint is part of Australia’s commitment to building trust with our partners and allies."

Robards also recognised the role of the AUKUS alliance as a pivotal part of this collaboration, asserting that there are numerous opportunities for future initiatives in responsible AI development.

This expanding coalition of nations aligning under the declaration highlights the increasing recognition of the need for unified, responsible ethics and strategies as AI continues to play a more significant role in global military operations.
