On the 24th of October, 2024, the United States Department of Education (DOE) unveiled a comprehensive Artificial Intelligence (AI) Toolkit aimed at ensuring the safe, ethical, and equitable integration of AI technologies within school systems, particularly focusing on the K-12 sector. This significant step comes following the directives outlined in the DOE’s "AI Future of Teaching and Learning" report from May 2023. The toolkit is designed to aid school leaders in navigating the complexities of incorporating AI in educational settings, offering detailed guidance and addressing crucial factors such as federal law compliance and ethical considerations.
The toolkit serves as an implementation of recommendations from the earlier report, presenting a structured approach across ten distinct modules. These modules cover a broad range of topics beginning with identifying the opportunities and potential risks of AI in education. It further delves into privacy and data security concerns, examining the implications these have on students and institutions. The toolkit also addresses civil rights issues and the importance of ensuring accessibility and digital equity, which are critical in preventing discrimination and promoting inclusivity within AI applications.
Additional areas of focus include understanding the evidence of AI’s impact on learning, considering the instructional core, and the necessity of planning a coherent AI strategy. It also highlights the significance of establishing a dedicated task force to guide and monitor AI initiatives within schools. Building AI literacy among educators is also emphasized, aiming to equip teachers with the knowledge and skills required to effectively utilise AI tools in the classroom. Furthermore, the toolkit suggests updating current AI policies and encourages the development of an organisation-wide action plan to oversee the responsible use of AI technologies.
The creation of this toolkit was mandated by President Joe Biden’s Executive Order issued on 30th October, 2023. The Executive Order was aimed at fostering the development of safe, secure, and reliable AI within public institutions and across federal programs. It advocated for the establishment of federal standards that would act as a framework for AI’s integration in these domains.
Parallel to these developments, the California Department of Education had released its own set of resources in September 2023. The document, entitled “Learning With AI, Learning About AI,” provided guidelines and policy suggestions specific to utilising AI within educational settings in California, underscoring the necessity of safe and informed application of the technology.
