Experts Highlight Growing Concerns Over Deepfake Technology at Tech Conference

At the recent Disrupt 2024 conference, held to address technological advancements and concerns, experts discussed the increasing proliferation of generative AI tools and their misuse. These discussions were led by key figures in the field: Imran Ahmed, CEO of the Centre for Countering Digital Hate (CCDH), Brandie Nonnecke, Director of the CITRIS Policy Lab at the University of California, and Pamela San Martin, Co-Chair of the Oversight Board. The session focused on the types of deepfakes currently circulating on the internet and provided insights into possible strategies to mitigate the associated threats.

Generative AI tools, which can create highly convincing and realistic media content, have become more accessible and affordable, often being offered at little or no cost. This accessibility has led to their exploitation not only by individuals but also by state actors with interests in spreading disinformation. The rise of deepfake technology poses significant challenges, particularly in the context of misinformation and manipulation of public opinion.

Deepfakes, a blend of "deep learning" and "fake," refer to synthetic media wherein a person in an existing image or video is replaced with someone else's likeness, often in a manner undetectable to the untrained eye. This technology, while remarkable for creative purposes and innovation, has a darker side when misused for malicious intent. The speakers at the conference underscored how these artificial creations are being weaponised to spread false information, manipulate perceptions, and even interfere with democratic processes.

Imran Ahmed spoke on the role of organisations like the CCDH in identifying and countering harmful digital content. Ahmed emphasised the importance of regulatory frameworks and collaborative efforts between technology firms and government bodies to address the potential misuse of such powerful technology.

Brandie Nonnecke highlighted the need for robust policy infrastructures that can adapt as rapidly as the technology evolves. As the Director of the CITRIS Policy Lab, Nonnecke underscored the lab's ongoing research and development of ethical guidelines that balance innovation with public responsibility.

Pamela San Martin discussed the oversight required from platforms that host content involving AI technologies. San Martin addressed the necessity for these platforms to refine their content moderation practices to better identify and mitigate deepfake-related threats. The Oversight Board plays a crucial role in ensuring accountability and transparency in digital content governance.

The consensus at the conference indicated that tackling deepfake technology is not solely the responsibility of tech companies. It requires wide-ranging international cooperation—with inputs from policymakers, technological stakeholders, and civil society—to protect digital ecosystems without stifling technological progress.
