Current Landscape of Artificial Intelligence: Global Perspectives and Initiatives
The burgeoning field of artificial intelligence (AI) continues to attract substantial attention worldwide, with varying perspectives and strategies emerging from different corners of the globe. As the technology promises transformative potential, key figures and regions are adopting a range of approaches to managing AI's integration into the economy and society.
US Perspective: Cautious Optimism Amid Slow Productivity Gains
In the United States, Federal Reserve Governor Lisa Cook addressed the anticipated impact of AI on productivity at an Atlanta Fed conference. Despite the excitement surrounding AI, Cook urged for moderated expectations, noting a disconnect between the impressive advancements in AI innovations and the modest productivity gains seen thus far. According to Cook, US productivity saw a 2.7% rise in the second quarter compared to the previous year. However, the average annual growth since early 2000 has remained around 1.5%, signalling limited immediate economic benefits despite significant investments in generative AI.
Cook highlighted the potential of AI to evolve into a general-purpose technology, which could eventually drive substantial productivity and wage growth. However, she emphasised that this transformation would require time, as businesses and workers adapt to these new technologies. Thus, while she holds a positive long-term view, Cook acknowledges that AI's current real-world impact may reflect a gradual technological evolution rather than a rapid revolution.
Malaysia: Ambitious National Strategy for AI and Cloud Development
In Southeast Asia, Malaysia is charting an ambitious course to become a leading AI hub. Prime Minister Anwar Ibrahim recently unveiled a national cloud and AI strategy during a ceremony marking Google's $2 billion data centre investment in the country. The strategy aims to enhance innovation in public services, boost economic competitiveness, ensure data security, and promote digital inclusivity.
Central to Malaysia's initiative is the establishment of a national AI office, which will oversee the development of a regulatory framework within the next year. This effort aligns with Malaysia’s broader five-year technology action plan, prioritising ethical and sustainable AI usage. Anwar underscored the importance of international tech partnerships, stating that such investments are crucial for building Malaysia's digital infrastructure. With this strategy, Malaysia positions itself to assert significant influence within the global tech sector.
European Union: Structured Approach to Regulating AI
Across the Atlantic, the European Commission has embarked on crafting a comprehensive Code of Practice for General Purpose Artificial Intelligence (GPAI). To this end, thirteen experts from the European Union, United States, and Canada have been appointed to lead this initiative. The group includes notable figures such as Stanford University's Rishi Bommasani and A.M. Turing Award winner Yoshua Bengio.
Scheduled for completion by August 2025, the Code of Practice aims to guide AI system providers under the EU's AI Act, focusing on issues such as transparency, copyright, and risk management. This development reflects the EU’s structured approach to AI governance, following the implementation of the AI Act earlier this year. It involves significant collaboration, with around 1,000 stakeholders expected to participate in an online plenary session to help shape the guidelines.
A Complex and Evolving Landscape
These varied efforts highlight the complexity and diversity of strategies employed globally to harness AI's potential. While enthusiasm and substantial investments in AI technologies are unprecedented, the road to realising AI’s benefits fully appears to be interspersed with challenges and requires careful navigation. As nations and organisations continue to grapple with AI's possibilities and implications, the global discourse on AI remains vibrant and dynamic, reflecting the transformative nature of this evolving field.
