White House Unveils New AI Policy for National Security and Intelligence

The White House has introduced a new memorandum on 24th October outlining regulations for the use of artificial intelligence (AI) by the United States national security and intelligence sectors. This move seeks to strike a balance between harnessing the potential of AI technology and mitigating the risks it may pose, in addition to enhancing America's standing against competitors like China.

A Strategic Priority on Monitoring Competitors

National Security Advisor Jake Sullivan, speaking at the National Defense University in Washington, elaborated on the newly implemented policy, describing it as a pioneering strategy for the United States. It aims to leverage AI capabilities while managing associated risks to bolster national security. According to a White House briefing document, the memorandum promotes the use of AI but sets clear limitations. These include a prohibition against using AI to improperly oppress civil liberties protected by the US Constitution, such as freedom of speech and legal counsel, or to make crucial decisions regarding nuclear weapons and military operations.

Counterintelligence Operations and AI Development Encouraged

The memorandum gives top priority to monitoring actions by American competitors in the AI domain, instructing government agencies to provide AI developers with timely cybersecurity and counterintelligence information to safeguard AI integrity. It calls for enhancing the security of the national computer chip supply chain as the US advances its next-generation government supercomputers and other cutting-edge technologies. Furthermore, intelligence agencies are instructed to prioritise protecting American industries from foreign espionage and to support the development of new AI systems, ensuring the US can compete with China and other nations dedicated to mastering AI technologies.

Preventing the Misuse of Advanced AI

According to a report by the South China Morning Post, a senior official from the Biden administration emphasised in a media briefing on 23rd October that the guidelines in the memorandum are intended to ensure national security agencies can access the latest and most powerful AI technologies. This involves directing national security intelligence departments to employ systems that uphold American values, promoting responsible AI usage while minimising potential misuse. Failure to adopt AI in a manner consistent with US values could expose the country to "strategic surprises" from competitors like China, the official noted.

The memorandum underscores the importance of maintaining export controls to shield the US from adversaries and addresses concerns about sensitive data being sold to competitors. The document lays out "clear rules of the road" to overcome adversaries in the AI race and mitigate the threats posed by their use of AI.
