Anthropic, a company widely recognised within the artificial intelligence (AI) sector for its emphasis on safety, has made a significant move just days before the United States presidential election. The company issued a set of guidelines advocating for government regulation of AI technologies, citing growing concerns over "catastrophic" AI risks. This announcement comes amid heightened scrutiny and discourse concerning AI capabilities and their potential ramifications.

Anthropic's recent statement highlights a surge in AI advancements and associated risks, which have materialised at a much faster pace than previously anticipated. The company’s internal analysis drew attention to how rapidly AI models have advanced in their capabilities for coding and cyber operations. For instance, on the SWE-bench software engineering task, AI models improved their effectiveness significantly: from 1.96% in solving real-world coding problems in October 2023, to 49% by October 2024, as indicated by Anthropic’s models, Claude 2 and Claude 3.5 Sonnet. The company's Frontier Red Team found current AI models capable of aiding a range of cyber offensives, with expectations that future models will excel in executing complex, multi-step tasks.

Furthermore, Anthropic highlighted enhancements in AI systems' scientific understanding. Benchmark tests from GPQA revealed an 18% improvement in AI performance in scientific tasks between June and September 2024. The results indicated AI achieving nearly comparable scores to human experts, with OpenAI's o1 model scoring 77.3%, juxtaposed with the 81.2% scored by human experts.

The company stresses the importance of legislation that is easy to interpret and adopt, avoiding unnecessarily complex burdens on AI companies.
